This building, constructed out of red bricks, only shows its figure during early summer to autumn. Its appearance is reminiscent of the old remains of medieval Europe mixed with strong traces of the Meiji era. It was originally built at the site of a hydropower station that supplied power to Ushio Oguchi Kinzan. After the completion of the Tsuruta Dam in 1965, it was submerged underwater, and now it can only be seen from May to September, when the water level of the dam drops in the dry season.
